Sumter Police Department Records

The Sumter Police Department is a nationally accredited law enforcement agency. Its main office is at 335 N. Lafayette Drive, Sumter, SC 29150. You can reach the Records Division by phone at (803) 436-2739 or by fax at (803) 436-2084. Chief Russell F. Roark, III leads the department.

Daily incident reports from the previous 24-hour period are available for inspection during normal business hours at no charge. If you want copies, there is a $5.00 fee per report, payable by money order or certified check. These are the reports most people are looking for when they want to check on recent Sumter arrest activity. Bringing in the date of the incident and the name of the person involved will speed things up.

For more extensive records, such as data spanning multiple years or requiring specialized database access, the department charges $25.00 per hour for search and retrieval time. Copies cost an additional $5.00 each. The department may require a deposit of up to 25 percent of the estimated total cost before starting a large search. Payment must be by certified check or money order made out to the City of Sumter.

The portal shows who is currently in custody and provides basic booking information. For arrests that have moved through the courts, the South Carolina Judicial Branch Public Index at sccourts.org lets you search case records by name or case number across all 46 counties.

The Sumter County Sheriff's Office also handles FOIA requests for records in their custody. Send written requests to Deputy Adrienne Sarvis, Public Information Officer, at P.O. Box 430, Sumter, SC 29151-0430. Their fee schedule for Sumter County records includes $2.60 plus $0.40 per page for 14-day crime reports requested in person, $0.40 per page for document copies, and $10.00 per disc for audio, video, and photo records.

Note: Under S.C. Code Ann. § 30-4-30(D), the identity of anyone booked into the Sumter County Detention Center during the past three months must be made available immediately during business hours without a written request.

City of Sumter FOIA Process

The City of Sumter recognizes the South Carolina Freedom of Information Act under S.C. Code 30-4-10. All requests for public records from city departments must be submitted in writing. You can deliver your request in person, by mail, or by email. The city must respond within 10 working days for records less than 24 months old and within 20 working days for older records.

A written FOIA request is not required to get the following items, which the city must provide right away during business hours:

  • Meeting minutes from the past six months
  • Crime reports from the past 14 days
  • Names of individuals held at any jail or detention center for the past three months

For anything beyond those categories, submit a written request. A FOIA Request Form and fee schedule are available on the city's website at sumtersc.gov. Fees may be reduced or waived if the request primarily benefits the public interest.

Information that is not subject to disclosure includes personal data that would constitute an unreasonable invasion of privacy, the identity of informants, investigatory techniques, information that could endanger life or health, and records identifying juvenile defendants.
